According to the European Environment Agency, the goal of decreasing 1990 carbon emissions by 8% by the year 2010 will only be met if some countries make up for those that have fallen behind. Currently, Austria, Belgium, Denmark, Ireland, Italy, Portugal and Spain are not on track to meet their individual emission goals. To read more, please click here.
